In 2008, The Finance Supervisory Commission, Executive Yuan released restriction on direct or indirect use of the raised capital for investment into and the ratio thereto accumulated in mainland China, by amending the provisions of Regulations Governing the Offering and Issuance of Securities by Foreign Securities Issuers. The amendment enhanced the applications for primary listing with Taiwan Stock Exchange Corporation by reorganized Chinese mainland enterprises that have Taiwanese investors. According to the Regulations Governing the Offering and Issuance of Securities by Foreign Issuers, the offering and issuance of securities of foreign issuers whose securities are not listed on overseas' securities markets, when approved by Taiwan Stock Exchange Corporation, is defined as "primary listing".
