Mr. Yongxing Chen graduated from the Law School of Shanghai University with a Bachelor of Laws degree. Mr. Chen has been practicing law since 2004 and has worked at several well-known domestic law firms, holding key management roles including Senior Partner, Member of the Management Committee, and Managing Partner of the Shanghai office. He joined Llinks Law Offices in April 2026. He currently serves as arbitrator of the China International Economic and Trade Arbitration Commission (CIETAC) and the Shanghai International Economic and Trade Arbitration Commission (Shanghai International Arbitration Center), Deputy Director of the Professional Committee Supervision Committee of the Supervisory Board of the Shanghai Bar Association; Deputy Director of the 11th and 12th Political Participation and Deliberation Promotion Committee of the Shanghai Bar Association, and Deputy Director of the 11th and 12th Real Estate Professional Committee of the Shanghai Bar Association. He formerly served as Deputy Director of the Huangpu and Hongkou Lawyers' Working Committees in Shanghai, and as Deputy Secretary of the Party Committee of the Hongkou District Legal Profession.
Mr. Chen’s main practice areas include commercial real estate and related investment and financing, as well as mergers and acquisitions of listed companies. Mr. Chen has provided comprehensive legal services, including both litigation and non-litigation, for multiple core real estate projects. His scope of services covers professional legal services for the development and operation of shopping malls, office buildings, hotels, residential properties, long-term rental apartments, and industrial real estate (including industrial incubation parks, IDC data centers, etc.), involving all stages of the projects from pre-opening to post-opening daily operations and sales.
The real estate clients served by Mr. Chen mainly include dozens of Fortune 500 companies such as Singapore's "CapitaLand" (Raffles City North Bund, CapitaLand Hongkou Commercial Center, CapitaLand Shangpu Center, Hangzhou Raffles City, etc.), Hong Kong's "Shui On Land" (Ruihong Xintiandi, THE HUB, Shanghai Xintiandi), "Vanke Group", "Jinmao Commercial", "COFCO Group" (Jingan Joy City), "CP Group" (Super Brand Mall), "Hopson Development" (Wujiaochang Hopson One, Jingan MOHO), and "Xinda Group" (My Place), as well as domestic funds or offshore REITs such as "Link REIT", "Lee Kum Kee", and "Linuo Group".
Mr. Chen has been deeply engaged in the real estate sector for many years. The major real estate projects he has led include: "Taikang Life Insurance" acquiring a 100% equity stake in a customized project of "Lujiazui Group" (Pudong Financial Plaza Tower 1) using insurance funds, with an acquisition amount exceeding RMB 5 billion; representing "Zhonghui Life" to complete the investment in a medical industrial park project in Zhangjiang, Shanghai by investing in a private equity fund under Tishman Speyer; representing "Zhonghui Life Insurance" and Shanghai Golden Union Commercial Management Co.,Ltd. to establish a private equity fund together to realize the investment layout in landmark commercial properties owned by Shanghai Golden Union Commercial Management Co.,Ltd. in Shanghai and Beijing; representing "Shanghai Life Insurance " to acquire self-use real estate located in the core commercial block of Jiangning Road, Jing'an; "Lee Kum Kee Group" acquiring the state-owned equity transfer project of Shanghai Corporate Avenue Tower 3 (acquisition amount exceeding RMB 5 billion); and representing "BlueTown" to cooperate with listed company "Neptunus Group" to develop a residential land project in Qingpu, etc. In the aforementioned projects, Mr. Chen provided full-process legal services for project preliminary due diligence, cooperation framework negotiations, and project development, and systematically completed the design of the transaction legal framework and the drafting of relevant legal documents. During the project service process, on the premise of understanding the core acquisition purposes of both parties and fully safeguarding his client's rights and interests, Mr. Chen rationally arranged transaction risks, provided professional legal opinions and effective solutions to problems encountered during the transaction process, successfully eliminated various M&A obstacles, and ultimately promoted the smooth completion of the transactions.
In the field of residential real estate, Mr. Chen has successively provided non-litigation and/or litigation legal services for the preliminary development, pre-sale, and delivery of residential projects for: CapitaLand's "Singapore Art Museum", " Singapore Parkville ", and "Chrysanthemum Garden "; Vanke Group's "Oriental One"; Keppel Group's " Jing'an Maple Garden", " Jing'an Grand Garden", and "Xujing Villas"; Shimao Group's "Shimao Riviera Garden" and "Shimao Lakeside"; Shanghai Hongyang Real Estate's "Hong Kong Liyuan"; Jiaye Group's "Jiayin Yuan" and "Platinum Buckingham Palace" villas, "Golden Sands Carnival Garden", and "Rhine Peninsula Garden"; Shanghai Tongxie's "Shanghai Grand Garden"; Shanghai Songmao's "Sunshine Garden" Villas; Shanghai Jiuyang's "Jiuyang Riverside Apartments"; Shanghai Shengzu's "Shenghe Linglong Yuan"; Tian'an China's "Nanjing Xinjiekou" project; Singapore Xinjia Real Estate's "Regent House"; Pengxin Group's demolition compensation project for a residential project in Wuhan; Yuzhou Properties as national residential real estate counsel (including all projects in Beijing, Shanghai, Tianjin, Hefei, Bengbu, Nanjing, and Qingdao); and Jinmao Group as national litigation special counsel.
Meanwhile, Mr. Chen has always attached importance to the development of the compliance legal practice area and was once publicly funded to study international investment and compliance courses at Georgetown University Law Center in the United States. During the service process, Mr. Chen focuses on extending back-end legal services to the front-end compliance field, providing clients with comprehensive legal services from ex-ante prevention to ex-post response, and has practical experience in providing compliance legal services for central enterprises, local state-owned enterprises, listed companies, public funds, and other related service institutions such as "CNPC Group" and "Huitong Luhua Group".
In the field of bankruptcy and liquidation practice, Mr. Yongxing Chen's team accepted entrustments from multiple entities including Zhonghui Life Insurance, Tian'an Life Insurance, New Times Trust, and CITIC Trust, and deeply participated in the three-round substantive consolidation and bankruptcy liquidation case of the Tomorrow Holdings system. Relying on profound experience in bankruptcy liquidation and real estate legal services, he achieved a closed-loop guarantee of the clients' rights and interests: targeting the core pain points of real estate, through penetrating verification of the real estate ownership chain, he successfully eliminated the interference of multiple commercial real estate assets with flawed rights, ensuring the accurate declaration of real estate-related claims.
Furthermore, in terms of participating in legislative work, Mr. Chen actively offers advice and suggestions and diligently fulfilled his duties. As a member of the Political Participation and Deliberation Committee of the Shanghai Bar Association, he has actively participated in legislative research activities year-round, such as the research work of the Shanghai Municipal People's Congress on the "Shanghai Housing Rental Ordinance", the post-enactment evaluation and research of the "Shanghai Optimization of Business Environment Ordinance", and various other opinion solicitation activities. In addition, at the invitation of local prosecutorial authorities, Mr. Chen has provided expert advisory opinions on complex and difficult civil and administrative cases in the real estate and construction sectors.
Mr. Chen has been recognized for five consecutive years (2022–2026) in the field of Real Estate by the internationally renowned legal ranking agency Chambers and Partners in the Chambers Greater China Region Guide. Meanwhile, he has been recognized as a recommended lawyer in the LEGALBAND Special Edition: China's Top 15 Lawyers for "Real Estate & Urban Renewal" for the years 2024, 2025, and 2026.
