On November 18, 2020, Llinks Law Offices and Wolters Kluwer jointly published the paper and online editions of "The 2020 Blue Book of PRC Cybersecurity and Data Compliance (Bilingual version)" (the "Blue Book"), which contains in-depth analysis of cybersecurity related obligations and liabilities based on typical scenarios and administrative decisions. The Blue Book aims to assist companies operate in a compliant manner and avoid operational risks. The Blue Book consists of 30 articles.
In 2018 and 2019, Llinks, jointly with Wolters Kluwer, published "30 Questions about the CSL" and "2019 The Blue Book of PRC Cybersecurity and Data Compliance (Bilingual version)". The books received wide attention and high praise from clients and professionals in field of cybersecurity and data privacy.
The rapid development of the Internet has continuously challenged the existing legal framework while cybersecurity legislation has closely kept pace with network breakthrough. The Civil Code, the Personal Information Protection Law (Draft), the Data Security Law (Draft), the Cybersecurity Review Measures, the Information Security Technology - Personal Information Security Specification (GB/T 35273-2020), the Personal Financial Information Protection Technical Specification (JR/T 0171-2020) and many other laws, regulations, standards and exposure drafts have been promulgated in 2020. In terms of law enforcement, the Ministry of Industry and Information Technology has continuously and publicly reprimanded Apps that infringe on user rights and the Ministry of Public Security has issued typical unlawful acts and crimes for violating provisions on citizens' personal information, thus incentivizing companies to make rectifications proactively.
The acceleration of legislation and law enforcement has drawn more and more companies' attention to cybersecurity and data compliance.
