On July 6, 2019, Llinks partner Attorney David Wu, with the Llinks sports law team, was invited to the Summit Forum of Sports Law and the Opening Ceremony of Sports Law Institute of Shanghai University of Political Science and Law. The ceremony was held at Training Base for International Judicial Communication and Cooperation of Shanghai Cooperation Organization in Shanghai University of Political Science and Law. Mr. Li Zhiquan(Deputy Director of Political and Legal Department of the General Administration of Sport), Mr. Luo Wenhua(Deputy Director of Shanghai Sports Bureau), Mr. Guan Baoying(Vice-Chancellor of Shanghai University of Political Science and Law), Ms. Li Jiang(Vice-Chancellor of Nanjing Institute of Physical Education and Sports), Mr. Yu Shanxu(Executive Vice President of Sports Law Research Institute of China Law Society)and Mr. Zhang Zhijun(Director of Shanghai Law Society) attended the Forum. Ms. Hu Jiling, Vice-Chancellor of Shanghai University of Political Science and Law moderated the forum. More than 80 guests from governments, scientific research institutes of universities and practice departments attended the forum.
During the Forum, Mr. Luo Wenhua and Mr. Guan Baoying presented the achievements of sports law development in Shanghai and its colleges and universities. Mr. Zhang Zhijun, on behalf of Mr. Shi Weidong, Vice President of Shanghai Law Society, announced the approval on the establishment of Sports Law Research Group by Shanghai Law Society. In the Group, Ms. Hu Jiling is approved and appointed as Head of the Group, Mr. Wu Wei and Mr. Tan Xiaoyong as Assistant Leader, and Ms. Xiang Huiying as Secretary-General of the Group. Mr. Wang Caixing, Mr. Liu Qiang, Mr. Li Feiyi, Mr. Yu Shiping, Ms. Zhangbei, Mr. Lu Xiaocong, Mr. Jin Qirong, Mr. Cao Keqiang and Mr. Xiong Wen are approved as members of the Group. All members will first collaborate to conduct research and discussion in the form of research group, then the group will officially develop into an institute after evaluation by Shanghai Law Society.
Mr. Li Zhiquan, Deputy Director of the Political and Legal Department of the General Administration of Sport, raised three points of expectation for the Sports Law Institute of Shanghai University of Political Science and Law, and unveiled the Institute nameplate with Mr. Luo Wenhua, Mr. Guan Baoying and Ms. Li Jiang. Mr. Tan Xiaoyong, Head of Sports Law Institute of Shanghai University of Political Science and Law, send the regards from Mr. Liu Yan, President of Sports Law Research Institute of China Law Society. He gave a general introduction of Sports Law Institute, and declared the beginning of the second stage of the forum, the academic symposium.
The academic symposium was divided into three units, focusing on the status and development trend of sports law, the protection of sports rights and interests in China, and evolution of sports law from international perspective. The speakers gave keynote speeches and participated in round table discussion based on relevant theories and practices in a developing view, launching a comprehensive discussion. In the fourth unit of the symposium, Attorney Wu gave his keynote speech focusing on the theme of naturalization of players under the FIFA regulations. Starting from the source of naturalization regulations worldwide, he analyzed the purposes and objectives of FIFA's naturalization regulations and its application in China, which presented the guests with more substantive understanding of the current status of naturalization. In the following round table discussion, scholars and lawyers also put forward their own views on the naturalization of players, which further promoted the new understanding and expectations of sports law research.
The establishment of Sports Law Institute of Shanghai University of Political Science and Law signifies a new starting point of sports law research in Shanghai. With greater cohesion, it is bound to combine theories with practices to deal with more challenging issues, to lead the direction of international sports law research, and make long-term contribution to Chinese sports law.
