On the afternoon of March 31, 2026, the Administrative Law Committee and the Medical and Health Committee of the Shanghai Bar Association jointly organized the legal training course "Complexities in Medical Insurance Dispute Resolution Cases," with Llinks partner Mr. Yiguang Lu as the keynote speaker.
This training course focused on the impact of the implementation of the Implementing Rules for the Regulations on the Supervision and Administration of the Use of Healthcare Security Funds on legal practice, aiming to help local lawyers better interpret the new regulations, update their professional knowledge base in a timely manner, and enhance the specialization and practical application of legal services in the medical insurance sector.
Mr. Yiguang Lu first introduced the latest data and trends in medical insurance cases. With the continuous strengthening of medical insurance supervision, the data on medical insurance supervision cases and the amount of medical insurance funds returned nationwide over the past three years have shown a significant upward trend, and the importance of legal practice related to the supervision of medical insurance funds has become increasingly prominent.

Using the medical insurance criminal cases he is currently handling as a starting point, combined with the Implementing Rules for the Regulations on the Supervision and Administration of the Use of Healthcare Security Funds and his own experience in handling cases, he analyzed and discussed difficult legal issues encountered in practice such as "forging medical records," "bed-staying hospitalization," "fraudulent medical treatment and drug purchases," "intent to defraud medical insurance funds," "distinction between administrative penalties and criminal liability," "determination of illegal gains," and "interpretation of license revocation." The participating lawyers actively engaged in the discussion.
Finally, Mr. Yiguang Lu guided everyone to further discuss the role of lawyers in medical insurance cases, including how lawyers can play a professional role in medical insurance agreement disputes, medical insurance administrative penalties, and medical insurance criminal cases, and how to fully protect the legitimate rights and interests of the parties, maintain the correct implementation of the law, and safeguard social fairness and justice.
