On December 1, 2025, upon the invitation of the Peking University School of Transnational Law (STL), Llinks partner Dr. David Pan delivered a specialized lecture to the school titled: "Data Compliance through the Lens of Legislative Purpose and Law Enforcement."
The lecture was divided into two main parts. In the first part, Dr. Pan began by examining the legislative purposes of various countries and regions, analyzing the different legislative models adopted by the European Union, the United States, and China. He then analyzed the key compliance points that enterprises need to address regarding both personal and non-personal data, based on the current practical development of cyber and data security in China.
In the second part, focusing on the emerging field of Artificial Intelligence (AI) applications, Dr. Pan started with Collingridge's Dilemma, briefly analyzing the timing of legal and regulatory intervention by various countries concerning emerging technologies such as AI. Dr. Pan then focused on China's specific regulations concerning AI data input, content compliance, and registration.
