On September 11, 2025, at the invitation of the International Data Source Center, Llinks partner Mr. Xun Yang delivered a keynote speech in Nansha, Guangzhou, on the "Regulation and Practice of Cross-border Data Flow."
Mr. Yang began by providing an overview of the key features and institutional arrangements for cross-border data flow in the EU, the U.S., and Singapore from a comparative law perspective. Mr. Yang then used specific case studies to analyze the evolution of China's data export system, its application procedures, and regulatory priorities, with a particular focus on scenarios involving essential data export and those with exemptions. Finally, Mr. Yang addressed new issues in data export, including regulations in the Beijing and Shanghai Free Trade Zones, the identification of important data, and solutions for exporting anonymized data.
Mr. Yang's speech was met with an enthusiastic response from the corporate representatives in attendance. As more companies expand globally and the digital economy continues to advance, a key question for many businesses is how to conduct cross-border data flow in a way that is both legally compliant and convenient.
