From March 30 to 31, 2025, the Belt and Road International Legal Services Forum was held in Xiamen. Chen Wenqing, a member of the Political Bureau of the CPC Central Committee and Secretary of the Central Political and Legal Affairs Commission, attended the opening ceremony of the forum and delivered a speech. He Rong, the Party Secretary and Minister of the Ministry of Justice, Zhou Zuyi, the Party Secretary of Fujian Province, and the heads of relevant international organizations attended the opening ceremony and delivered speeches. Yan Bo, the Secretary of the Central Political and Legal Affairs Commission, and officials from relevant central departments and Fujian Province and Xiamen City also attended the opening ceremony. Wang Zhenjiang, the Deputy Minister of Justice, presided over the opening ceremony.
Prior to the forum, the Belt and Road Legal Service Alliance convened a members' meeting, where the first council and leadership were elected. Llinks founding partner Mr.David Yu was elected as the Vice-Chairman of the Belt and Road Legal Service Alliance.
Mr.David Yu is one of the founding partners of Llinks Law Offices. He graduated from the Law Department of Fudan University and China Europe International Business School, earning a Bachelor of Law and a Master of Business Administration. He completed the Harvard Business School SLP program and holds Harvard alumni status. David Yu currently serves as the President of the Shanghai Arbitration Association and the Director of the Foreign-related Legal Services Committee of the All-China Lawyers Association. He also holds positions as an external legal advisor to the People's Government of Shanghai Municipality, a member of the Shanghai Municipal People's Government Administrative Review Committee, and a member of the Shanghai Arbitration Committee. He is an arbitrator for six domestic and international arbitration institutions and a mediator for JAMS in the United States and the Shanghai International Economic and Trade Mediation Center. David Yu served as the President of the Shanghai Lawyers Association from 2015 to 2019.

He has rich theoretical knowledge and practical experience in the automotive, energy, chemical, manufacturing, fast-moving consumer goods, communication technology, media and entertainment, pharmaceutical health, and infrastructure and real estate sectors. He has represented clients in several industry-leading projects.
Mr.David Yu is regularly recommended as a notable Chinese lawyer by international legal publications such as Chambers and Partners, The Legal 500, International Financial Law Review, and Asian Legal Business. He has been selected for the Ministry of Justice's "1,000 Foreign-related Lawyers Talent Pool." Mr.David Yu has received honorary titles such as "National Outstanding Lawyer," "Shanghai Leading Talent," "Oriental Senior Lawyer," and "Shanghai Outstanding Lawyer."
The Belt and Road Legal Service Alliance ("BRILSA") is a non-profit international professional organization composed of lawyers, arbitration, and commercial mediation associations, legal institutions, and individuals from countries and regions participating in the Belt and Road Initiative. It is the first international professional organization in the field of rule of law named after the Belt and Road Initiative. The alliance aims to promote international exchanges and cooperation in legal services, advance the development of foreign-related legal services, and provide high-quality and efficient legal support for the high-quality co-construction of the Belt and Road Initiative and the building of a community with a shared future for mankind.
