Llinks project research 'Legal Protection System of Global Traceability Center' (Phase II), which is entrusted by Guangzhou Nansha Innovation Bureau, successfully completed the expert evaluation on 14 January 2022. The research team on this subject includes Mr. Xun Yang, Mr. Clarence Chung (Llinks Counsel), Mr. Jianqi Yang (Associate), and Mr. Jiahao Tang.

The Global Traceability Center was initiated and established by the Nansha District Government, aiming to realize the true delivery of commodity value at the lowest cost through data collection, scientific analysis, and accurate identification of the entire life cycle of commodities. In the first Phase of the project, the four basic principles of the legal protection system of the Global Traceability Center were determined as 'openness, coordination, authority confirmation, autonomy'. Based on the above, the legal protection system framework of the global traceability center has been constructed with the research direction of "data rules, behavior rules and operation rules". In the second phase of the project, the Llinks team, under the leadership of the Nansha District Government Innovation Bureau, continued to conduct in-depth research on the data rules and behavior rules applicable to the global traceability center. The second phase of the project mainly studies the data rules applicable to the contribution and circulation of commodity data, as well as the behavior rules for using data and secondary development data.

The commodity data studied in this project is neither personal information nor public data, nor is it big data in dimension. In the absence of supervisory laws, Llinks lawyers under the guidance of the Innovation Work Bureau, creatively use bilateral and multilateral contract forms to construct data rules for regulating data contribution, data control, data gain, and data exchange and take into account Legal requirements, party authorization, and platform open circulation rules.

At the evaluation meeting, experts from the practice and academic field fully recognized and spoke highly of the research results of this project. The completion of this project means that the data rules and code of conduct of the global traceability center have been initially constructed both theoretically and in legal agreements, providing legal support for the official operation of the global traceability center. The significance of studying this topic lies in the exploration of legislation in the field of commodity data in China, and it is also a practical and beneficial attempt for China to upgrade itself from a commodity superpower into a data one, thus striving to become the forerunner of data regulation in the world.
