On November 27 2021, Mr. Wu Wei (David WU) of Llinks Law Offices was invited to attend the 2021 Annual Assembly of the Sports Law Research Association of Shanghai Law Society (also named as: the 2nd Sports Law Summit Forum). This forum is organized by the Sports Law Research Association of the Shanghai Law Society, hosted by the Sports Law Research Institute of the Shanghai University of Political Science and Law, and co-hosted by the Sports Law Committee of the Shanghai Bar Association. The forum was divided into two venues, with offline venue held in Shanghai University of Political Science and Law, and online venue via teleconference participated by speakers and audience. Nearly a hundred participants from various government departments, universities, research institutes and legal practice institutions participated in the forum.
The forum was chaired by Professor Tan Xiaoyong, the Dean of the Sports Law Institute of Shanghai University of Political Science and Law and the Executive Director of the Sports Law Research Association of the Chinese Law Society. To begin with, Mr. Wu Wei, as the vice president of the Sports Law Research Association of the Chinese Law Society and the vice president of the Shanghai Sports Law Research Association, delivered the opening speech. Professor Hu Jiling, Vice President of Shanghai University of Political Science and Law and Chairwoman of the Sports Law Research Association of Shanghai Law Society, released the 2021 work report of the Society.
Ms. Hu Mi, Director of the Sports Department of East China University of Political Science and Law, presided over the first stage of the theme report. Mr. Yu Shiping, Director of the Planning Industry (Regulations) Division of the Shanghai Sports Bureau and Vice President of the Sports Law Research Association of the Shanghai Law Society, provided detailed interpretation regarding the 14th Five-Year Plan featuring the development of Shanghai sports, including reference to well-known sports cities around the world, the work of combination of sports and education, and sports training engaged in by civil business. Professor Tan Xiaoyong analyzed the core concepts of the sports legal system and the status quo of the sports legal system with the topic of "the Outline of China's Sports Legal Framework System in the New Era", and put forward suggestions on strengthening social supervision and promoting the cultivation of sports legal talents.
The forum then entered into the keynote report session. Mr. Guan Baoying , Counselor of Shanghai Municipal Government, gave a keynote report entitled "the Significant Guidance and Role of Studying and Implementing Xi Jinping's Thoughts on the Rule regarding Sports Law Construction", which sorted out the origin and connotation of Xi Jinping's thoughts in this regard. He also put forward constructive opinions on how to strengthen the construction of the sports law under the guidance of Xi Jinping's thoughts. At the same time, speakers from the theoretical and practical fields of sports law, including experts, scholars, judges, and lawyers, exchanged and discussed topics such as the protection of sports rights, the protection of intangible assets, and the application of the self-contained risk principle. Among them, Mr. Chu Ruoyu (Roy CHU) of Llinks Law Offices gave a keynote report on the topic of "Legal Issues Related to Olympic Sponsorship and Practice of the Beijing Winter Olympics", which provided professional opinions on legal and compliance issues such as conflict of rights between sponsors and anti-ambush marketing.
At the closing ceremony, Mr. Wu Wei made an academic summary and expressed the needs to make persistent efforts to further strengthen the construction of the sports law through various forms, based on the principle of putting law in top priority, promoting the implementation of the "14th Five-Year Plan", and gradually promote the reform and improvement of Chinese sports legal system. Shanghai has made outstanding achievements in the cultivation of sports talents, and made great contributions to the sports law development. In response to the doubt, he called on everyone to continue to work hard to contribute to the development of the sports legal system.
This forum brought together the latest research results of experts and scholars, and also demonstrated the determination of people from different fields to further develop the sports law in China, which brought greater expectations to the advancement in this regard.
