On July 12th, a penal of experts reviewed and approved the Research Report on "Global Tracing System" Legal Protection System which a dedicated team comprised of Llinks technology law expert Mr. Xun Yang, Clarence Chung Esq. and Jianqi Yang Esq. completed under the commission by Innovation Bureau of Nansha District of Guangzhou.
Global Tracing System, of which the construction is led by the Nansha government, aims at establish an innovative data rules and standard for lifecycle collection of data, scientific analysis and precise identification of commodities, genuine transmission of value of commodities at a minimum cost. Concentrating on the element of data and production relations in Global Tracing System, commissioned by Innovation Bureau of Nansha, Llinks researched and formulated relevant frameworks and systems comprised of agreements and rules in respect of data rights, data protection, data circulation and benefit sharing in Global Tracing System as well as the reproduction, promotion and cooperation of platform infrastructure.
In compliance with the principles and spirits of the Data Security Law, absent specific guidance under laws and regulations in relation to data rights and circulation, Llinks Lawyers structured Global Tracing System in the form of bilateral and multilateral agreements, with the attempt to establish rules for data circulation. Moreover, Llinks proposed to establish a legal framework which is "liberal" and "decentralized," which helps the development of the Global Tracing System overseas without being subject to the legal system of particular countries.
After the completion of this legal protection system project, Llinks will proceed with further research of data protection to refine the data circulation rules in details, to assist Nansha government to complete the construction of the Global Tracing System under the principle of "joint construction and sharing, authentication and safe, openness and convenience", in order to upgrade the digital trading capability, to improve government digitalized management, to construct the value-oriented digitalized trading eco-system, and to contribute to the innovative revolution and high-quality development of digital economy.
