On June 22, 2021, in order to build a holistic approach to national security, guide enterprises to effectively avoid and reduce the compliance risks of export control, a training of High-quality Trade Development on Export Control took place in Llinks Law Offices. The training was organized by Shanghai Training Platform for International Economic and Trade Talents and guided by Shanghai Municipal Commission of Commerce. More than 80 participants including business executives, general counsels and compliance directors of import and export control from various enterprises attended and exchanged views with speakers.
With the title of "Legislation and Practice of China's Export Control Compliance", Llinks Partner Mr. David Pan introduced the background of establishment of China's export system, export control law system and the trend of export control legislation and law enforcement, as well as current export control law system in China and Export Control Law of the People's Republic of China, from the aspects of control items, control process, licensing system and judicial review, the control objects and legal liability, and focused on a number of laws and regulations, including Rules on Counteracting Unjustified Extra-territorial Application of Foreign Legislation and Other Measures and the Regulations on Unreliable Entity List, etc. At last, with his practice experience, David gave practical suggestions on how to build an effective internal export control compliance system for export operators.
