On April 30, 2021, Shanghai Municipal Government hosted a designation ceremony for external legal counsels. Mr. David Yu, founding Partner of Llinks Law Offices, has been formally designated as the external legal counsel advising Shanghai Municipal Government. Deputy Secretary of CPC Shanghai Committee and concurrently Mayor Mr. Gong, Zheng presented letters of designation to the external legal counsel and delivered a speech in the ceremony.
Gong has pointed out that the designation of legal counsel is a further learning and implementation of President Xi Jinping Thought on law-based governance, in order to carry out the practice of the overall strategy of comprehensively governing the country according to law, to expedite the construction of legal system in Shanghai, and to promote the construction of higher level of governance ruled by law. Gong hopes everyone stands on a clear position with overview highlighted unequivocally, and to assist the municipal government fully implement the various decisions and arrangements of the central and municipal party committee in accordance with laws and regulations, and strives to reach the integration of political, social and legal effects. He hopes that everyone can provide more efficient legal advice and constructive suggestions by viewing the overall situation and focusing on the implementation of major national strategic tasks, promoting high-level reform and opening up, creating a first-class business environment, and solving the hot and difficult issues of common concern to the public, as well as to promoting the governmental system to deepen reforms, and to promote development, resolve contradictions, and prevent risks through better using thinking and methods of the rule of law. He hopes that all counsel will show their strengths to help the rule of law, and to promote the construction of Shanghai government under the rule of law to continue to be at the forefront of the country. He hopes that everyone do their best to set an example and establish a "mirror of the rule of law" and a "rule of law" for the work of the government. Relevant departments should strengthen system construction and service safeguard, and create good conditions for legal counsel to carry out their work.
Since 2015, Shanghai has fully implemented the system of government l legal counsel, which has played an important role in advancing the legal construction in Shanghai, especially the construction of the rule of law government. After a public selection by the recruitment committee, 12 expert lawyers retained as new panel of external legal counsel advising Shanghai Municipal Government.
